Lobby window keeps opening inappropriately

The lobby window is clunky, and I keep summoning it because I close the chat window and then return to Propane through command tab or quitting another app. I feel like what I want Propane to do is to reopen the last chat window that was open, maybe? Or probably, nothing at all. But mostly not open the ugly little lobby window that I have to dismiss or click through.

Steps to reproduce:
1. Launch Propane.
2. Close all windows.
3. Open TextEdit.
4. Quit TextEdit.

Expected behavior: Propane becomes active, but no window springs open. (Exchange Propane for TextEdit in the above sequence to see correct behavior.)
Actual behavior: Propane opens the Lobby window.

The false intent to 'open some window' could be distinguished by trapping 'reopen' events instead of 'activate' events, I think.
