Add ability to specify where sound output goes

I enable sounds and have automatic /play sounds that pump through different Campfire rooms when certain events occur (GitHub push, New customer signup, etc). This works great except when I put my headphones in for some music, phone call, or video chat. It's pretty frustrating to be on a call with someone and suddenly get one of the /play sounds blasting in your ear.

The individual volume controls with Propane are great, but I'd also like to be able to specify which sound output device is used. For example, I'd like to specify that all Propane sounds go to my external display's speakers (when they're plugged in) instead of the current default sound output. This will allow me to take a phone call from my headphones, and be able to continue a conversation normally even if a Propane sound kicks off in the background.
